Heartland Services
In Selwyn, Council is supporting a central government initiative called Heartlands, by helping our residents access central government services.
We do this by providing information relating to these services and how to access them, arranging drop-in-sessions and workshops delivered by central government agencies about their services and products, and arranging for these agencies to visit Selwyn and use Council meeting rooms to meet with clients.
This initiative is being delivered out of Council’s four libraries and services centres at Darfield, Lincoln and Leeston and at Te Ara Ātea in Rolleston.
All Selwyn Library and Service Centres are able to help people with the following under the Heartland Services banner:
- free access to Wi-Fi, email, internet, and phone
- printing, photocopying and scanning services (we offer the first 10-pages of any printing or photocopying for Heartland Services free of charge; scanning is always free of charge)
- help people to find and fill in government forms
- support people to find and navigate government and community websites
- assist people to make appointments or otherwise connect with government and community agencies
- offer spaces for people to meet with government and community agencies, face-to-face or virtually

Beneficiary Advisory Service
Join the Beneficiary Advisory Service for their monthly drop-in clinic at Te Ara Ātea starting from October. The BAS is a charity that provides information about the benefit system, general entitlements and beneficiaries’ rights, support with issues with Work and Income, benefit reviews, appeals and fraud investigations as well as providing limited support for issues with other organisations such as Studylink and ACC.

Cancer Society Drop-in
Selwyn Libraries is hosting Cancer Society drop-in sessions as part of our Heartland Services. These free services provide valuable support for those coping with a cancer diagnosis. Join them for face-to-face information and advice.

Cancer Society Support Group
Join the Cancer Society for this fortnightly support group, where you can meet and connect with other cancer patients in these ongoing, supportive, and informative sessions.
Te Ara Ātea– First Monday of the month, 10am–2pm
Citizens Advice Bureau Drop-in
Join the Citizens Advice Bureau (CAB) for their monthly drop-in clinic at Te Ara Ātea. During this time, they offer free, confidential, and independent information and advice on a wide range of topics, including Disputes Tribunal, employment, consumer rights, government agencies, legal services, tenancy, budgeting, and migrant support services.

Inland Revenue (IR) Sessions
Need help with PAYE, applying for an IRD number, assistance with Working for Families or even help getting a refund? Maybe you have a confidential tax query? As part of the Heartlands offering to Selwyn residents, Inland Revenue will be hosting monthly sessions across the district.

Ministry of Social Development (MSD) Drop-in
Join us for the MSD Drop-in clinic, part of our Heartland Services. This service offers general information about MSD services and helps guide you toward the right assistance. Whether you’re seeking employment services, superannuation details, funding for community providers, information on student allowances, or housing support, they are here to assist.
Rates Rebates
The Rates Rebate scheme provides a rebate of up to $790 for low income earners who were paying rates for the home in which they were living on 1 July 2024. You can find out if you are eligible and apply for your rebate at any of our Service Centres. You will be asked to provide accurate information about your income, and that of any partner/joint homeowner who lives with you, for the tax year ended 31 March 2024.
